that country.
In a message to the president
of Ecuador, Zillur Rahman expressed his confidence
that the bonds of friendship that happily exist
between the two countries would continue to deepen
in the coming days.
Prime Minister Sheikh Hasina,
in separate message to the Ecuadorian president,
said," Bangladesh and the Republic of Ecuador

development of mental healthcare |

President Zillur Rahman and
Prime Minister Sheikh Hasina have urged all
concerned to play a more responsible role for the
overall improvement of medicare system, including
mental healthcare services, in the country.
In separate messages, they expressed their delight
for observance of the World Mental Health Day 2009
in the country tomorrow as elsewhere in the world.
They said the theme of the day `Mental Health in
Primary Care: Enhancing Treatment and Promoting
Mental Health' is adequate and consistent with the
government's pledge to reach health services to
the grassroots level.
The President, in his message, said mental health
problem isone of the major issues among many
health hazards in Bangladesh.
Along with creating awareness among the people,
mentalhealthcare would have to be integrated with
the primary healthcare, he added.
In her message, the Prime Minister said the last
Awami League government set up the National Mental
Health Institute and Hospital at
Sher-e-Banglanagar in the capital in 2001 for the
development and research on mental healthcare.
She expressed the hope that the community
psychiatric department of the institute would
expand mental health services up to the grassroots
level in primary healthcare. |

President Zillur Rahman today
called upon all to implement the programme of
`Education for All' as declared by the government.
In a message on the occasion of International
Literacy Day-2009, Zillur Rahman welcomed the
initiative of celebration of the day for making
the people aware in eradicating illiteracy.
The President said the constitution of Bangladesh
has expressed commitment to introduce a unified
education system and universal education.
Bangladesh is committed to ensuring education for
all in the `World Education Forum', he said. The
present government has declared a programme of
building illiteracy free Bangladesh within 2014,
he added.
Zillur Rahman said, " I believe the people
deprived of education, drop out school children
and elderly people can be transformed into skilled
manpower through proper education"
He wished success of International Literacy

President Zillur Rahman and Prime
Minister Sheikh Hasina today greeted all Muslims
at home and elsewhere in the world on the occasion
of holy Shab-e-Barat.
In separate message on the eve of the holy
occasion, they prayed for peace, progress and
prosperity of all.
In his message, President Zillur Rahman said the
holy Shab- e-Barat is imminent with the message of
fortune for the mankind.
He said Islam is the religion of peace, and the
ideals of Islam are the means of welfare in this
world and salvation in the world hereafter.
"We will pray for continued progress and welfare
of the country, and greater unity of the Muslim
Ummah at this holy night of Shab-e-Barat," the
President said.
Prime Minister Sheikh Hasina, in her message,
called upon all to be devoted to human welfare and
nation-building, being inspired with the teachings
of Shab-e-Barat.
She said the Shab-e-Barat, known as the night of
fortune, brings blessings and mercy from Almighty
Allah for the mankind.
The Prime Minister called for applying the spirit
of Islam, the religion of peace, in personal,
social and state levels, shunning religious
prejudice and narrowness. |

I am pleased to know that Center for Non Resident
Bangladeshi (NRB) is organizing the UK Conference
on Trade, Investment and Remittance of Bangladesh.
Today's world economy is being threatened by the
global financial crisis. Economy of Bangladesh is
also effected by this phenomena. Remittance send
by the NRB plays a significant role in boosting
our economy. I think this conference would
motivate NRB to send their earned money through
legal channels and invest more in our economy. I
think Center for NRB for organizing this
conference.

expressed his profound shock at the deaths of
Major General M Rafiqul Islam, General Officer
Commanding (GOC) of 55 Infantry Division and Area
Commander of Jessore and Pilot Lt Col M Shahidul
Islam.
In a condolence message, the President said the
country has suffered an irreparable loss in the
deaths of two talented army officers.
He expressed sympathy to the bereaved family
members and prayed for peace of the departed
souls.

Shahidul Islam died in a helicopter crush at
Elanga in Tangail this morning when they were
going to Mymensingh cantonment from Jessore. |

President Zillur Rahman today
greeted the members of Bangladesh Rifles (BDR) on
the occasion of `Bangladesh Rifle Week-2009'.
In a message on the eve of the week, the President
praised the role of BDR in curbing terrorism,
maintaining law and order and building the nation
side by side with their regular professional
duties of protecting the country's frontiers and
checking smuggling.
Zillur Rahman said the nation recall with respect
the glorious and courageous role of BDR during the
War of Liberation in 1971.
He also prayed for the eternal peace of the

down their lives for their motherland in the War
of Liberation as well as during performing their
professional duties.

On the occasion of the great 'Shaheed
Day' (Language Martyrs' Day), the ‘International
Mother Language Day', I pay my deep homage to the
memory of the valiant sons of the soil who made
supreme sacrifices on 21 February in 1952 to
establish the right of Mother Tongue. I pray for
the salvation of those departed souls.
The great Language Movement (Ekushey) is a
significant day in the history of Bangalee Nation
and also a prime source of our aspiration. The
spirit of nationalism that emanated from the
historical Language Movement inspired the nation
towards attaining self-sovereignty and thus we
achieved our long-cherished Independence in 1971.
The glaring spirit of the Language Movement
arouses us to stand against all injustice and
unfairness and helps to attain overall progress of
the country.
The fortitude of Language Movement is now
inspiring not only the advancement of our
language, literature, culture and heritage but
also the preservation and promotion of languages
and cultures of other nations around the world.
Therefore, the '21st February' is being observed
as the 'International Mother Language Day' across
the globe resounded with the spirit of upholding
mother tongue of diverse nations. I hope the
observance of the 'International Mother Language
Day' would strengthen the bonds of unity and amity
along with protecting the intrinsic value of
different languages among the people of the world.
Sheikh Hasina, the Prime Minister and the daughter
of the Father of the Nation Bangabandhu Sheikh
Mujibur Rahman, has announced the 'Charter for
Change' for beaming at the common mass. I hope,
imbued with the spirit of 'Shaheed Day', every
citizen of our country would be committed to build
up a happy and prosperous Bangladesh and would
contribute towards nation building process from
their respective fields. I wish the great 'Ekushey'
would consolidate our democratic advancement along
with attaining desired development at all levels
of our national life.

EC declares Zillur Rahman
as country's new president |

The Election Commission
declared senior politician Zillur Rahman as the
country's new president as the last date for
withdrawal of nomination paper for the presidency
expired today while he was the lone candidate for
the post as the nominee of the ruling Awami
League.
"Mohammad Zillur Rahman has been elected the
President of the Peoples Republic of Bangladesh
under Clause 7 of the President Election Act
1991," Chief Election Commissioner Dr ATM Shamsul
Huda said in an announcement.
He said, Rahman was declared president as his
nomination paper was found valid and no other
nomination paper was filed for the presidency.
Meanwhile, Bangabhaban officials said, the
swearing in ceremony of the new president would be
held tomorrow at 7 pm at the Darbar Hall of the
presidential palace. |

today.

Assalamu Alaikum.
I am, indeed, very happy to be present amongst
you at this solemn Ceremony of ‘Academy Gold
Medal Award’ arranged by the Bangladesh
Academy of Sciences. At the outset of my
speech, I would like to congratulate the
distinguished scientists particularly the
young ones who are being honored today for
their outstanding contribution to the field of
Science and Technology. I also express my
sincere felicitations to the members of the
families of the awardees as well as the
Bangladesh Academy of Sciences to make this
event a reality. I profoundly believe that
this formal acknowledgement would usher a new
horizon in uplifting innovative and creative
activities as well as Research and Development
in the field of Science and Technology.
Ladies and Gentlemen,
The role of Science, as you know, is boundless
in chronological development of the human
civilization. In consequence of immense
progress of Science and Technology, human
tread has been possible at every corner of the
globe. I want to emphasize upon a coordinated
endeavor for raising the general level of
scientific efficiency in this country so that
we, as a nation, can apply the results of
science to the fullest possible extent for our
national economic development as well as the
world science. I hope, Bangladesh Academy of
Sciences will play a significant role in its
efforts.
Ladies and Gentlemen,
Recently, it is being observed that the
Science Education in our country has been
decreasing day by day and, therefore, the
nation is depriving from the services of the
talented students. Reasons are manifold but we
have to address the major causes with putting
utmost importance in this regard. Extensive
and special programmes such as stipend
activities for science education, laboratory
facilities, special incentives and training
programme for the science teachers etc. to be
taken at the Secondary and Higher Secondary
level for popularizing science education in
the country.
I have come to know that Bangladesh Academy of
Sciences is not only awarding the talented
scientists of Bangladesh with gold medals,
fellowships, grants and other supports, it has
also taken up the programmes for promoting
science education in secondary and higher
secondary levels. It is a matter of
satisfaction that the Academy has taken some
pragmative steps for making availability of
Science Publication and Information with the
world community. I wish a great success in its
endeavour.
Ladies and Gentlemen,
As you know, in spite of very limited
infrastructure and environment, our scientists
are contributing to the nation through their
untiring efforts. It is not possible to
evaluate the contribution and achievement of a
scientist by any scale or means; their
contribution is universal transcending the
boundaries of time and territory. Today, in
recognition of their contributions to the
people and the nation, we are recognizing them
through this glaring ceremony. Let our
scientists march forward with the firm steps
to apply science and technology for the socio-
economic development of the country. I again
welcome our learned scientists who have made
immense contributions to the national building
activities through their brilliant endeavours.
Ladies and Gentlemen,
In the end, I congratulate the Bangladesh
Academy of Sciences for organizing this
ceremony. I believe the Government of
Bangladesh would consider the expansion of
science education in the country on priority
basis for the sake of the national interest.
